abstract={This paper argues that the management of information for construction projects should be by independent information managers whose only interest in the project is in the efficient management of information. Their responsibility focuses on setting information standards, gathering, organizing, storing and exchanging information. The resulting system must provide information that is transparent, timely, appropriate, accurate, complete, dependable, secure and unbiased. All participants must have access to and confidence in this construction information system.  },
