However, the diversity and dynamics of housing programs and the lack of clarity in project objectives may hinder the evaluation process of this type of product. The evaluation of social housing projects is often focused on product attributes, without establishing a clear connection with the expected objectives. This paper proposes a method for the evaluation of social housing projects, based on a hierarchical model for value generation, which links the product attributes to the consequences of use and intended goals. This method was conceived so that it can be used for comparing projects from different housing programs.. The research approach adopted was constructive research.
